The Solomon Islands Governance Program (SIGP), due to commence on 1 July 2017, is a development initiative funded by the Australian Government. The objectives of the program are to promote:
> fiscally and socially responsible budgeting and borrowing policies;
> a professional public financial management cadre that facilitates improved service delivery;
> a more accountable and responsive public service; and
> strengthening coalitions for reform.
The SIGP is an enabling program for all other sector programs. Its aim is to remove barriers to service delivery that arise from poor public financial management, public service systems and capacity. To achieve this, the program progresses incremental reforms, and works with Australia’s programs in health, education, transport, growth, justice and policing to remove specific barriers to service delivery in those sectors.
The SIGP is supported by the Solomon Islands Resource Facility (SIRF) and the successful candidate will be recruited through SIRF.
SIGP is looking for a dynamic, enthusiastic and experienced professional for the role of Customs Risk Management and Compliance Adviser within the Solomon Islands Customs and Excise Division (SICED) of the Ministry of Finance and Treasury; to advise, monitor and review the development and implementation of compliance management strategies based on the principles of risk management, that will effectively enhance
revenue collection, improve trade facilitation, and build capacity of SICED officers throughout the pre- and post- clearance process stages of imported and exported goods.
