The Oceania Customs Organisation (OCO) invites applications from highly qualified and experienced Intellectual Property Rights (IPR) experts for the pivotal role of IPR Project Coordinator.

This is a unique opportunity to lead a significant regional initiative focused on strengthening IPR border enforcement capabilities across selected OCO member jurisdictions, in close collaboration with the United States Patent and Trademark Office (USPTO).

The Role: The IPR Project Coordinator will be responsible for the strategic planning, coordination, and execution of technical assistance and training programs specifically designed to enhance IPR border enforcement within OCO member states.

Key Responsibilities:

  • Strategic Coordination: Serve as the primary coordinator for the OCO IPR Project, ensuring seamless liaison and joint delivery of activities with USPTO coordinators.
  • Program Delivery: Organise, coordinate, and deliver targeted training and technical assistance programs to OCO Members, building capacity in IPR compliance and enforcement.
  • Legal Framework Development: Work closely with selected OCO Members to review and align their national Customs legislation concerning IPR with international best practices and standards.
  • Capacity Building: Ensure OCO Members establish a robust legal framework and operational capabilities to effectively carry out IPR compliance and enforcement work at the border.
  • Monitoring and Evaluation: Implement rigorous monitoring and evaluation processes to assess project outcomes, measure impact, and ensure accountability.

Key Selection Criteria

  • We are seeking a results-oriented IPR expert with proven project leadership skills, ideally possessing regional experience.

Essential Qualifications and Experience:

  • Education: A University degree, preferably in Social Science, Law, or a relevant field.
  • Project Leadership: A minimum of five (5) years of proven, direct experience in a similar role as a Project Coordinator, managing technical assistance or capacity-building projects.
  • Project Management Skills: Demonstrated experience in:
    a.) Comprehensive project coordination and management.
    b.) Monitoring, evaluation, and reporting on project performance.
    c.) Organising and coordinating specialised training and capacity-building activities.
    d.) Technical Proficiency: Excellent command of computer applications, including the Microsoft Office Suite (MS Access, Excel, Word, and PowerPoint).

 Desirable Assets:

  • Experience in liaising and coordinating with international partners and stakeholders.
  • Prior professional experience working within or engaging with small Pacific Island countries (PICs).
  • Demonstrated expertise in intellectual property rights, particularly in the area of border enforcement and Customs procedures.
  • This role offers a chance to make a lasting, tangible impact on regional security and economic integrity through the strengthening of IPR frameworks in the Pacific.

 

Contract Duration: Maximum 3 Years only, and subject to project funding.
